Some questions, as I am new in this series and also game and I didn't found it in rules thread. I hope it's not annoying.

1) I am sure there is no refueling during the race, but what about tyres? Are tyre changes mandatory or not?
2) How can I use only one set of tyres in qualifying?
3) Is it possible to join the qualifying session later than at 19:00?
4) Is there 107% rule in qualifying?

1) Tire changes aren't mandatory and if you manage to manage your tires, you won't need to change them.
2) You have three sets of tires for the whole weekend (on sunday), you can select them in-game (#1, #2, etc). 
3) Yes but don't join/leave all the time as it causes lag
4) What? Oh that. Wasn't introduced until 1996 or 1997 - go figure

1) nothing is mandatory, you can change tires or refuel if you wish.
2) as Pascal says, you have 3 sets for 3 sessions (Qualifying, Warm-up, Race) it's up to you how you use them
3) Join whenever you wish, just don't leave and rejoin constantly.
4) No 107%, but only the the 28 quickest drivers will qualify for the race.
