looking at the 2013 Quali times, have we to expect similar times or is this year Monaco Version different in something that times will be slower?

Difference is in the chicane where is higher curbs than in 2013 so the cutting is absolutely not possible i think.

I don't understand the difference between monoblock and normal suspensions on the McLaren scratch . What's the advantage of one other the other?
I'm also a bit lost with the set. It's a very different car than the Ligier and I haven't found any good solutions yet.
To be honest learning a new car at Monaco isn't really the easiest way to do it :D

David Jaques can explain the difference in a great way to you, as he did to me. I just suck at explaining, so better ask him ^^ also, if you want, I have a quali and a race setup already for you so we can work on improving it. (You need to mount the monoshock suspension though as it's actually based on David Jaques' Imola setup)
