[rFactor] F1 1991 RFE

In the process of converting the F1-S-R 1991 mod to match the RFE credentials. I think it's mostly working as of yet, I'll need to test it on some proper Formula One circuits. On a damp circuit, the fastest tyre is the intermediates, then soft wet tyres, hard wet tyres and monsoon tyres. In monsoon rain conditions, the fastest tyres are opposite to that of the damp conditions; what is to be expected. The mod initially included the wet tyres, so they have textures etc. but were set up differently to that of the RFE plug in. Only the Pirelli tyres have been completed; which tyre is meant to be the intermediate for Goodyear?

I think the mod is hard enough as it is, no need to add rain

Would make it even more real, but I it would be a tad late and we'd have even less finishers
